Jose Rayo


Rayo is a Houston native and played on the Houstonians FC when the club was first formed in 1995. He has an extensive list of accomplishments including: Played four years on South Texas Olympic Development Program team; member of Region III ODP team as well as member of U.S. Under-18 National Team (1st Houstonian to do so); played for Houstonian Soccer Club coached by Eric McCurdy; went to ESP in 1996; played for the U.S. in Bolivia for the U-16 Mundialito and placed third in this tournament.

High School: Rayo was a two-time all-state and three time all-district performer at Lamar High. He was twice named MVP having scored 22 goals and dished out six assists in 12 games in final senior year at Northbrook High.

2000: Rayo chose UAB over Tulsa, FIU, Fairleigh Dickinson, Mobile, and SMU. He scored four goals with three coming in last five games; scored two against Georgia State before leaving game with an injury; came back to score a goal in 3-2 win over Louisville; also scored a goal in his start against Mercer; had one assist in 2-1 win over sixth-ranked Furman; also had assist in win over Louisville in the C-USA Tournament; played in 13 games, starting two. He also played and started in NCAA Tournament vs Washington.

2001: Rayo competed in 20 games during season, starting 18 where he netted three goals and had an assist; was third on the team with two game-winning goals; first goal of season was a game-winner against Pittsburgh; scored another game-winner against C-USA rival Marquette; also scored in 4-0 win over DePaul; recorded lone assist of season against Cincinnati; had season-high three shots against TCU.

2002: Rayo played in 16 games, starting 11 times, he tallied two goals and a career-high three assists for seven points; scored a goal on his first shot of the season against San Diego; also scored the game-winning goal and had an assist against nationally-ranked Tulsa; recorded other two assists against Georgia State and Rhode Island; finished with 25 shots for the season which was third-best on team; had a career best seven shots against Birmingham-Southern.

Rayo began his coaching career at Vestavia Steamers (AL) and won the Alabama State Championship.

Professionally, he is a full Time Realtor with Exceed Realty and now resides near Spring Branch. He and his wife, Veronica have three children, Milan, Alexis, and Alessandra.

Jeff graduated High School as a letterman & state champion player. He then went on, joining the military where he served for 8 years. He spent the first half of his military career living in Fajardo, Puerto Rico; during this time he simultaneously played soccer part-time as a defender for Fuego Tormenta (2001-2005), a men’s team in the East Puerto Rico Men’s League.

Jeff graduated college in 2010 with a Bachelor of Science (BS) in Legal Studies and has continued additional education in the area of professional business management, executive leadership and sustainability.

Professionally, Jeff works in the new construction & home building industry. Jeff oversees and manages the overall performance of the sub-division project, across all aspects of homebuilding including Development, Project Planning, Construction, Customer Service/Warranty, Risk Management and Compliance, General Management/Business Planning and Administration. He also provides insight for solutions to issues related to Purchasing, Development, Sales and Marketing. His goal is to maximize business results both in the short- and long-term, including return on inventory (margin and turn), achievement of business plan, customer satisfaction, and employee engagement and operational excellence.

In addition to his primary employment obligations and his duties to the Houstonians FC as a team trainer and officer of the corporation, Jeff also enjoys living in the passion he has for the sport by now playing recreationally from time to time. Jeff enjoys his personal time with his wife Amber, two son’s, Caleb and Roman and his daughter Valentina.

Nichole Martinez

 Nichole Martinez joined Houstonians Futbol Club Board in 2012 as Secretary.

Nichole’s oldest son has played for Houstonians Futbol Club since 2006. Nichole graduated from University of Houston in May 2010 and has worked as a Child Protective Specialist at the Department of Family and Protective Service for 3 years. She has been married for 11 years and also has a younger son playing on the U6 Houstonians team. Nichole is also the manager of the Houstonians 02 team. She (and her family) looks forward to many more years with Houstonians Futbol Club.

As the Registrar for the Houstonians Futbol Club, Nichole oversees the everyday aspects of keeping Houstonians moving forward. Nichole work closely with HYSA & EDDOA in ensuring that Houstonians Futbol Club meets or exceeds the expectations of these soccer associations.

Nichole has invested countless hours to managing and registering hundreds of players that participate in the Houstonians Futbol Club.

Nichole also manages the U13B Houstonians 02.

Jorge Mendoza

As the VP at Large for the Houstonians Jorge coordinates all field permitting between the City of Houston and the Club and allocates those fields to teams.

Jorge is greatly involved in all special projects of the organization and is invaluable to the Club. He currently coaches and trains on two teams.

Professionally, Jorge works in educational field at one of the largest community college systems in the United States, serving over 55,000 students each semester and 7,000 employees.

Jorge resides in Houston. He is married to his wife Ethel and they have two sons, Jeremiah and Mathew, both of whom are Houstonians players.

Roberto Pereznegron

Roberto has been a part of the HFC family since 1997 as both a player and coach.


He graduated from Charles Milby High School in 1996 and currently holds a USSF “D” National coaching license. Shortly after graduating he accepted the responsibility of coaching the Milby High School women’s team, which he was very successful with until moving on in 1998.


Roberto has undergone the proper education and training to Understand the characteristics and needs of an athlete in the Intermediate Stage of U.S. Soccer's Athlete Development Model. With the increased emphasis on fitness over the last 20 years, Roberto helps the Houstonians FC fill a gap in the coaching curriculum where he oversees the fundamentals of modern fitness training, and understands how to integrate fitness into tactical training while developing a long-term plan.


Professionally, Roberto works in the food distribution industry dealing with transportation and logistics. He enjoys spending his free time with his family.

Enrique Arias

Enrique starting playing soccer in El Salvador when he was in first grade until he moved to Houston in 1984 where he played High School soccer for Robert Lee High School. He also played soccer for a youth soccer club called Newtown Soccer club for two years. Enrique has additional adult level playing experience having played for West U soccer club for two Years (now known as Houston Express) and playing soccer for the most competitive Adult leagues in Houston.

Enrique graduated from high school in 1990 and has developed a tremendous amount of first hand business ownership knowledge having built a sign and awning factory which has successfully sustained for the last 20 years.

He joined Houstonians in 2010 as a parent, became team manager for Houstonians 98 boys in 2012, and became part of the Houstonians Board of Directors in 2013.

Enrique is married, he and his wife have three kids, one girl and two boys -- who play for the Houstonians.

Noe Bastidas

 Noé I. Bastidas graduated from Yale University in 1999 with a degree in Engineering and additional work in Educational Reform.

Noé has served on and chaired the boards of nonprofit organizations and government entities as well as community councils for corporate and professional firms. His community work has focused on inner city initiatives and investing in community development projects. Noé has served on the Houstonians board since 2007, serving as President and General Manager.

Professionally, Noé oversees restructuring initiatives related to organic and inorganic growth projects for public and private sector organizations. Noé’s professional experience has included expansion and re-engineering projects, as well as startup and turnaround initiatives.

On a personal note, Noé has been married years to his wife, Teresa, since 2000. Teresa and Noé have three sons, Noé, Ivan and Mateo.


Roman Salazar

Not just a passionate fan and player of the beautiful game of soccer; but after successfully assisting in the creation of one of Houston's women's semi-pro soccer teams as it's Director of Operations, Roman has since then dedicated his time and efforts in the promotion of the youth and women's soccer in the Houston area.

Roman has worked with major groups such as CF Monterrey, AHFC, Challenge Soccer Club, Women's Premier Soccer League, and the University of Houston to name a few in order to accomplish this goal of not only providing young female soccer players the places to play, but also the places to be exposed to college opportunities and career opportunities through their soccer and educational accomplishments. Roman continues to work with major women's soccer advocates as it is important to not allow our girls to give up on the beautiful game they love to live due to circumstances or obstacles that they may not have control of.

Josh Rivas

Advisor to the Board of Directors

Josh is originally from Houston. He has years of experience as coach for both the UHD men’s & women’s soccer club teams. Overall, Josh has an extensive coaching background. Josh has served as a coach for the Houstonians Futbol Club youth teams since 1995 where his teams have competed in state, regional, and national tournaments and have won numerous titles. He also has coached for the Houston Dynamo Youth Academy where he coached teams in international tournaments in 2008 in El Salvador to play FESA Academy and Guadalajara, Mexico to play fabled club Chivas. Josh also serves as a team coordinator for the Houston Dynamo soccer team.  


Josh has also served as an Olympic Development Program state scout. Many of the athletes that he has coached have gone on to compete and win at the next levels of competition.


Josh played for Stephen F. Austin High school as the team’s left outside midfielder.
